It is always better to have a reserve instead of finding out that you can't receive any more e-mails just because your quota usage has reached 100%.   The other thing is bandwidth. Having a reserve with bandwidth is even more important if you want to make sure that your website will be up 24/7. You need to know how many visitors your website will expect every day so you can calculate how much data transfer you will need. It is better to start with a bigger package and constantly monitor your statistics to see what eats up most of the bandwidth.
